Millstone Nuclear Power Station, Unit No.1 Response to Inspection Report No. 50-245/87-12 In a letter dated August 24,1987,(I) the NRC Staff expressed concern about Northeast Nuclear Energy Company's (NNECO) lack of foll on comiratments for Millstone Unit No. I pertaining to IE Bulletin 84-03.(ow-up2) NNECO was requested to reply in writing within 30 days of receipt of Reference (1),
stating our reasons for not identifying our corrective actions, our plans to complete them, and our plans to assure that such commitments are carried out in the future.
With regard to corrective and completed actions, in a letter dated September 18, 1987,\\3/ NNECO provided a summary of the additional evaluations performed and modifications made to address the refueling cavity pool seal issue for M111 stone Unit No.1. As was discussed in Reference (3), all required modifications and corrective actions were completed during the 1985 refueling outage.
The information provided in Reference (3), which had been under preparation for quite some time prior to our receipt of the subject inspection Report, a#qresses the items identified as needing further evaluation in our initial responseW to IE Bulletin 8t,-03 on November 29,1984.

While our commitments are programmatically tracked, the responsibility for evaluations, corrective actions, and submittal of our results was not adequately assigned or tracked in this instance.
NNECO considers an occurrence of this nature to be rare, but nonetheless unacceptable. As was discussed in our June 25, 1987 submittal,tS) NNECO 3
I acknowledges that our historical performance on commitment implementation has been below a level we consider acceptable, and efforts have been underway to improve commitment tracking and implementation. The link between our commitment tracking and work assignment systems is being improved. Emphasis on accurate identification and assignment of commitments in correspondence j
both to and from the NRC has been increased.
We believe that the i
improvements that are already underway will result in the attainment of the desired performance level in commitment implementation.
In summary, NNECO management involvement and corporate-wide attention to commitment implementation has been increased. As a result, closer l
accountability on NRC requests and commitment implementation is being kept.
The need for improvernents in our timeliness is recognized and understood.
Appropriate corrective measures have been identified and are being taken. As discussed in our June 25, 1987 submittal, evidence of improvements in our timeliness of regulatory correspondence already exists. Nonetheless, the results of our corrective measures will be best shown by the noticeable improvements in l
timeliness of future licensing submittals and commitment implementation.
