Dear Mr. Hudec:

This is in response to your request for clarification of NRC record keeping requirements contained in 10 CFR 110.53.

First, years (you questioned whether records must be kept of all exports for fivethree years a license or only beyond the actual export / import date of the particular piece of equipment. The required retention period extends only from the date of the actual export or import.

You questioned the meaning of the term " duly authenticated" when applied to reproduced or microform copies and whether it would be necessary to sign or initial carbon or photo copies to satisfy the duly authenticated requirement.

It is not necessary to sign or initial carbon pull-out copies in order to satisfy the " duly authenticated" requirement. If photocopies or microfiche copies are used the requirement can be fulfilled through a certification or other appropriate record that the photocopies are a true presentation of the original documents.
