PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 '

This is to inform the Commission that a Notice of Violation and Proposed

.the amount of Fifty Thousand Dollars will be Imposition issued on or of about Civil P,e,naltL S$tMer-4in,6, 1987 to Northern States Power Company. This action is based on a violation involving the failure to establish and implement a procedure to evaluate the effects of electrical design changes on other por-tions of the system in the area of electrical coordination. This lead to a change being made which created an unreviewed safety question in that faults on nonsafety-related components could cause the loss of multiple essential ,

buses during a design basis event. The escalation and mitigation factors in I the Enforcement Policy were considered, and no adjustment of the base civil I penalty was deemed appropriate. I

It should be noted that the licensee has not been specifically informed of the '

enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:

1 ffailing of Notice October 5, 1987 Telephone Notification of Licensee October 5, 1987 The State of Minnesota will be notified. 1 The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
