issued on or about S$tMer-4 This action is based on a violation involving the failure to establish and implement a procedure to evaluate the effects of electrical design changes on other por-tions of the system in the area of electrical coordination. This lead to a change being made which created an unreviewed safety question in that faults on nonsafety-related components could cause the loss of multiple essential buses during a design basis event.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:

1 The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
