These issues will be resolved by discussions with the Office of i Nuclear Materials Safety and Safeguards (NMSS) and through review of I additional information provided in future licensee submittals.

2. Summary of Discussion Mr. Russell opened the meeting and expressed NRC's concern relative to the possible impact upon the licensee's performance improvement program resulting from a recent change in a key management position (the departure of Mr. Stern as Vice President of Nuclear Fuel Manufacturing) and NRC's interest in the licensee's proposal to address this organiza-tional change.

Dr. Brewer began by stating their intention to present and discuss two main agenda items in this meeting: (1) a brief summary of some of the ma,'or findings of the Independent Task Force Review; and (2) a proposed management reorganization to address Mr. Stern's departure.

Dr. Brewer stated that the Independent Task Force had completed its review of the Nuclear Fuel Integrated Improvement Program (NFIIP) and had identified the following major findings:

a. A lack of delineation of responsibilities in the NFIIP and in staffing in the fuel fabrication shop;
b. A lack of time-line integration within the milestones of the NFIIP; and
c. A lack of prioritizing the action items within the NFIIP.

3 Dr. Brewer stated the proposed organization would resolve these findings and address the departure of Mr. Stern, and he asked Mr. Waterman to  ;

describe the proposed organization. '

Mr. Waterman began by briefly describing the existing organization and then ex charts)plained the proposed The significant organization changes involve: (see attached (1) Mr. organization Waterman assigned to the new position of Vice President & General Manager of Nuclear Fuel Manufacturing; (2) Mr. Rosenthal assigned to the new position of Program Manager of Radiation & Industrial Safety; and, (3) Mr. Stump assigned to the new position of Manager of Radiation & Industrial Safety.

The Region I staff raised questions regarding: the specific differences between the duties, responsibilities, and authorities of the Program Manager (Rosenthal) and the Manager (Stump) of Radiation & Industrial Safety; and, the qualifications of Mr. Stump for the new position of Manager of Radiation & Industrial Safety.

Mr. Scherer stated these questions would be resolved in future licensing submittals to request revision of the July 13, 1988 amendment application that described the existing organization but did not include these recently proposed changes.

Mr. Russell questioned what procedural steps were now appropriate regarding licensing (and possibly enforcement) actions under the circumstances of the uncertain status of the July 13, 1988 amendment application. The Region I staff noted that NMSS Headquarters was primarily directing the handling of this aspect of the licensee's program.

Mr. Waterman stated that the overall timing for completion of the NFIIP schedule should not be affected by the implementation of this proposed organization.

Conclusion of Meeting Mr. Russell concluded the meeting by stating that, following resolution of the procedural questions in discussions with NMSS, the licensee would need to provide additional information in its future submittais to address the questions and concerns raised by the Region I staff regarding the newly-proposed organization presented at this meeting.
