. MOTION OF ATTORNEY GENERAL JAMES.M. SHANNON, NECNP, SAPL AND TOH TO FILE REPLY TO APPLICANTS RESPONSE TO MOTION TO POSTPONE HEARING ON SHELTERING ISSUES The Massachusetts Attorney General and the other interveners pursuant to 10 C.F.R. S 2.730 (c) move that they be permitted to file a reply to the Applicants' response to their motion to postpone these hearings on the sheltering issues. As grounds for this motion the interveners state:

1. The Applicants' response to the interveners' motion misstates the grounds for that motion.
2. The motion concerns fundamental and essential matters of both procedural and substantive law.

3. Material filed by FEMA on September 30, 1987 in response to another motion should be considered by this Board in its decision on the instant motion.

For all of the above reasons the interveners request permission to file the accompanying Reply.
