Contract No. NRC-10-84 256, entitled " Periodical Subscription Service," with Avantf Enterprises On November 23, 1983, you issued a Certificate of Competency (C0C) g certifying that Avanti is competent as to capacity and credit to perfom this contract.

We would appreciate an onsite review of this contoany.
Avanti's invoice contained numerous problems ' involving decrepancies in the number of copies ordered, variety of prices for the same title, and under-and double-billings.
if they had the "on-line" serial management capability specified in theTh contract.
As a minimum, during your review, of the automated systems (hardware / software) please provide a description that Avanti is currently using.
We have contacted Avanti and expressed our concerns and requested them to furnish a written explanation (see enclosure).
Please expedite your review and assess the contractor's ability to perfom the required services.
