SUBJECT:
NRC REORGANIZATION I am providing additional information concerning the planned reorganization of the NRC staff. As implementation approaches, the Executive Director for Operations (E00) and I will continue to keep you informed on significant details.
The Commission has approved the final recommendations on the reorganization.
In addition to the changes previously announced, the following decisions have been made:
An Office of Special Projects will be established with licensing and inspection authority for the TVA and Comanche Peak projects. This Office will be headed by James G. Keppler.
The indemnification program pertaining to the Price-Anderson Act and functions concerning licensee financial qualification requirements, including decommissioning financial assurance, will be transferred to the Office of Nuclear Reactor Regulation.
James M. Taylor, who will be the Deputy EDO for Regional Operations, will also be Acting Deputy ED0 until Mr. Keppler l
completes his assignment in the Office of Special Projects.
Mr. Hugh L. Thompson has been named as Director of the Office of Nuclear Material Safety and Safeguards. He succeeds John G. Davis, who is retiring from Federal service, as has been separately announced.
The Commission has authorized the EDO to take necessary actions to implement the reorganization on or about April 15.
Each of you will receive a copy of detailed organizational charts with planned managerial assignments in the next several days.
While refinements will be necessary prior to implementation, Comission action on the reorganization proposals is esser,tially complete.
I ask each of you to work as constructively as possible to help effect a smooth transition into our new organization.

t The new organization realigns our Agency to conform with the changes:that have' l
taken place since NRC was formed.
In 1975, when the NRC was formed,'there were' 52 plants licensed to operate, 69 plants under construction and 75 applications for construction permits under review. Today, there are 107 plants licensed to operate,18 plants under construction and no applications for construction permits. As the plants presently being build are completed, the NRC will have progressively less regulatory involvement with large complex construction activities and considerably more involvement with plant operations, l
maintenance, life extension and similar issues. The goal of our new organization is to assist us in better carrying out our responsibilities to the American people as we approach the late 1980s and early 1990s.
