In that nemorandum, you state:

Many of the recommendations in the report refer to actions the staff

has already undertaken; thus, such recommendations constitute an independent endorsement of the staff's actions.

After reading your remorandum I can't help wondering if you.and I have rea the sare report.

For example, the first two recommendations of the T

1 Comittee are:

The NRC should bring in some high-caliber people with active research experience to bolster top and middle managerent of the Office of Research.

2.

The NRC should consider separating the functions of standards development and research.

Neither of these recocurendations is satisfied by the staff's actions of the past year.

Further, the staff received a draft of the NAS Report in mid-1986 so I do not view the NAS Report of December 1986 as an independent endorsement of staff actions in late 1986.

I think that the NAS Report deserves very careful study, and I look forward to receiving your detailed enalysis.
