REF: - SfN-1107, Docket 70-1151 Plant Expansion Westinghouse hereby requests an amendment to License SNM-1107. to authorize the use of radioactive materials in the Southwest plant.
expansion at the Columbia Site.
This application consists of changed pages to Section. 1 (Safety Demonstration) of the license.
All new activities shall be subject to the existing radiological and nuclear criticality safety criteria and the effluent controls and limits in the licenso.
We expect to commit radioactive materials to this area by mid-August. -

1.13 Southeast-Plant Expansion The following activities are authorized for the southwest plant expansion:
1)
Contaminated equipment laydown and cutting' rooms 2)
Liquid honing decontamination system 3)
Ultra'high-pressure decontamination system 4)
Uranium Scrap Recovery 5)
UF Cylinder Washing 6

Radioactive Material Storage l

Radioactive Material Transfers.
All activities shall be subject to -the existing radiological and nuclear criticality safety criteria and the effluent controls and l
limits of Section 2, 3 and 4 of the license.
1.13.1 Contaminated equipment laydown and cutting rooms Activities in these areas include size reduction-of contaminated equipment, staging for decontamination and contamination cverchecks.
Cutting equipment including tables, cabinets, and ventilated workstations will be provided.

also provided to dry, inspect and store decontaminated materials.
1.13.2 Liould Honing Decontamination System es Activities in this area include a liquid honing system for decontaminating low level radioactive noncombustible waste.
The 1
liquid honing system will have adequate containment and material handling equipment for walk-in or glove box decontamination.
For walk-in hood operations, personnel will wear protective clothing.
Protective clothing will be consistent with maintal.ning personnel contamination within acceptable levels.
Nuclear criticality safety criteria described in Section 2 shall apply to this area.
1.13.3 Ultra High Pressura Decontamination System Activities in this area include an ultra high-pressure pump system for decontaminating low level noncombustible waste in conjunction l
l with the liquid honing system egalpment.
This system will have the capability to be moved within this plant to allow. floor cleaning in the contaminated area of the manufacturing building.

l Favorable geonetry filtration and check _ tanks are provided for uranium recovery and effluent stream storage.
Nuclear criticality safety criteria described in Section 2 shall also apply to this area.
1.13.4 Uranium Scrap Recovery Activities.in this area include scrap recovery, waste storage, and
_ recovered-material storage.
Operations and nuclear criticality safety criteria described in Sections 1 and 2, respectively, shall apply to' this area.
In addition, ~ a prototype Favorable Geometry dissolver system will be developed for installation in this area.
1.13.5 15 Cylinder Washing
-6 Activities in this area ~ include UF cylinder washing.
This 6
operation is described in Section 1.9.9.
1.13.6 ' Radioactive Material Storage Activities in this area include powder, pellet scrap and waste storage. Nuclear criticality safety storage criteria described in Section 2 shall apply to this area.
