Dear Mr. Martin:
Your letter of July 31, 1987 contained your staff's questions and comments on our May 1, 1987 submittal of the Rancho Seco Quality Manual (RSQM). On September 9, 1987, Mr. M. Shanbhag of our Quality Assurance Department met with Mr. H. Wagner of your office to discuss and resolve the comments included in your July 31, 1987 letter. Mr. Hagner also reviewed and concurred with a draft version of this revision of the RSQM.
As a result of that meeting, and following a review of our original submittal, the District hereby submits Revision 2 of the RSQM for your approval.
This revision reflects changes in our organization since last May and contains clarifications of the text made in response to your July 31, 1987 letter.
The District has determined that the changes in this revision do not reflect a reduction in our commitment. USAR Appendices 1B and 12B will both be replaced with the statement, "The operational QA Program will be implemented per the Rancho Seco Quality Manual and controlled in accordance with 10 CFR 50.54."
Upon receipt of your approval, we will issue the manual for use.
Any changes to the manual will be controlled per 10 CFR 50.54.
