ISSUANCE OF ORDER MODIFYING LICENSE NO. CX-22 TO CONVERT FROM HIGH l

TO LOW-ENRICHED URANIUM--AMENDMENT NO. 7 - RENSSELAER POLYTECHNIC INSTITUTE The Commission has approved an order modifying Facility Operating License No.

CX-22--Amendment No. 7--for the Rensselaer Polytechnic Institute critical experiment reactor facility. The Order modifies the license in accordance with the Commission's regulations, 10 CFR 50.64, which require that a non-power reactor such as yours convert to low-enriched uranium fuel under certain condi-tions. The Order is being issued in accordance with 10 CFR 50.64(c)(3) and in response to your submittal dated October 3, 1986.-

The Order will become effective within 30 days of its publication in the Federal Register, provided there are no requests for a hearing.

If a hearing is IIeTd, th'e Order will become effective on the date specified in an order following furthei proceedings on this Order.

Enclosed with the copy of the Order which is being sent to the Federal Register for publication is a copy of the Safety Evaluation, Environmental Assessment, and replacement pages for the Technical Specifications.

is the Rensselaer Polytechnic Institute (RPI). The

regulation in 10 CFR 50.64(c)(3) requires that the

conversion be implemented by an order issued by the

Director of the Office of Nuclear Reactor Reguletion.

x Enclosure I is the order which has been issued for the

' conversion of the RPI fscility.

Future orders should 13e subsequently cimilar. Consequently, unless requested j

by'Nthe ComfLP, ion, the staff does not intend to i

subinjt subsequent conversion orders to the Comission for fqformation prior to issuance.
