Dear Mr. Calvo:
In Reference 1, we indicated that valve V-31102 required the addition of a chain operator to facilitate manual operation during a Train A Fire Protection Shutdown /Cooldown.
In Reference 2, we noted that this modification would be completed on or before October 1,1987.
Subsequently, we have further reviewed the accessibility requirements for this valve and have determined a chain operator is not necessary.
Accessibility has been provided via a dedicated Fire Protection Shutdown /Cooloown ladder presently located in the immediate vicinity of the valve.
Therefore, no modifications are required to ensure manual operation of the valve during a Train A Fire Protection Shutdewn/Cooldown.

To ensure availability of these designated Fire Protection Shutdown /Cooldown.-ladders, PSC is developing procedures as part of the Fire Protection Program Plan.
