NRC INSPECTION REPORT 50-354/87-21 DOCKET.NO. 50-354 HOPE CREEK GENERATING STATION Public Service Electric and Gas Company (PSE&G) is in receipt of your letter dated September 8, 1987, which transmitted Inspection Report 50-354/87-21.
This' inspection report documented a PSE&G commitment to provide information concerning the control of vendor manuals.
This commitment was identified as unresolved item 50-354/87-21-02.

1 ATTACHMENT 1 As documented in Inspection Report 50-354/87-21, NRC Inspector Mr. Robert Winters requested information concerning the method proposed to control vendor manuals until the Master Equipment List (MEL) is revised.
All vendor technical documentation is processed in accordance with Procedure GM8-EMP-002, entitled " Vendor Document Distribution Control."
This procedure requires all vendor technical documents to be reviewed by Engineering and Plant Betterment Department (E&PB) personnel to determine their applicability to the operation and maintenance of installed plant equipment.
Should a vendor technical document impact a vendor manual, the vendor manual is revised and sent to the Technical Document Room located at the Hope Creek Station.
Station Administrative Procedure AP-9, entitled " Control of Station Maintenance," requires that maintenance be performed according to written procedures.
These procedures must reference the appropriate manual and may reference specific sections.
Station Administrative Procedure AP-3, entitled " Document Control and Periodic Review Program" ensures that new and revised vendor manuals are incorporated into the applicable procedures.
This is accomplished through the Master Cross Reference Index (MCRI).
This index lists all sources, including vendor documents, that are used in developing plant procedures.
AP-3 instructs the Technical Document Room to notify the appropriate procedure sponsor when a revised vendor manual is received from E&PB.
The procedure sponsor then reviews the revised vendor manual and modifies the subject procedure as necessary.
AP-3 requires that the Technical Document Room be notified of the disposition of this review.
It is PSE&G's position that these processes provide adequate control for vendor manuals used in the preparation of Hope Creek Station procedures.
These control procedures also provide a mechanism to ensure that revised manuals are reviewed for their impact to existing procedures.
