I an opposed to either two of the prop seed requirement options for various Licensed pmonnel to obtain degrees.
To be truthful, I am very disspoointed in the Commission.
It is very apparent that after "considering the numerous comments recieved on the ANPRM ere well as the recor:mendations of the ACRS," the i

(no doubt overwhelmingly ) such a rulemaking, that the Commissioners would listen. But apparently -such is not the case.
I find such abuse of authority apcalling.
For years the NRC hrs used the parase "public health and safety" to get whatever it wanted, ne matter what hardship (on the industry or the individuals in it) occurred. It now occurs to ma that perhaps 2
many of these " concerns" for public health and safety were invalid.
They nerhacs served only to benefit the NRC, not the public.
Well, t1RC Commission, I now use your ' favorite phrase" on your c
own organization.
If you enforce your " education" ruling you will endancer the public health and safety.
Here's why: Simply put, for degreed, experienced individuals, there are "better jobs to be had" than standing watch at 2 cower plant.
So if, for instance, the top six Senior Operators were to be shipped off to school for that purportedly vital sheepckin, they would leava for other jobs the first chance they got. Over 30 yen:s of pow 6r plant experience vould be lost right there. How do I know thisi tecause none of the operators who left my plant to obtain a Collego education (of their own volition) have over returned j
to stand an operationally active (at the controls) position.

Some operators recret?y hope that they will be forced (and paid) to go to college so they can find employment elsewhere.
Others bitterly claim that the NRC seeks to create job positier.1 for ex-Nual Academy graduates Py creating degree requirements which 4
are clearly not jostified.

I urge the Commission to listca to the voicings of the Nuclear Industry, and of Licensed Operators, and reject the proposed ruldag.
