SUBJECT:
Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318
- Resoonse to NRC Reauest for Additional Information
REFERENCES:
(a) Letter from Mr. J. A. - Tiernan (BG&E) to NRC Document Control Desk, dated December 14, 1988, Request for Amendment (b)- Letter from Mr. J. A. Tiernan (BG&E) to NRC Document Control Desk,
. dated December 21, 1988, Request for Exemption 10 CFR 50-Appendix J l
Gentlemen:
Reference (a), Change No.
1, proposed an extension to our Technical Specifica-tion 4.6.1.2d of four weeks. Reference (b) proposed a temporary exemption of four weeks from the requirements of 10 CFR 50 Appendix J, Sections III.D.2(a) and III.D.3.
Both Technical Specification 4.6.1.2d and the noted sections of 10 CFR 50 Appendix J require that Type B and C local leak rate tests (LLRTs) be performed at intervals no
. greater than two z years. The four week extensions were requested to allow Calvert Cliffs Unit 2 to complete its current fuel cycle and avoid a premature reactor shutdown to satisfy the requirements.
The purpose of this letter is to provide additional information in response to a verbal request by the NRC Project Manager for Calvert Cliffs. He requested that we provide a list of all individual components subjected to Type B and C testing which exceeded their maximum allowable leakage rate in tests conducted in the past. The intent of the request is to allow identification of components which might have time-related failure rates.
The data in Attachments (1) and (2) shows no components which have exhibited LLRT failure patterns of a time-related nature. Based upon this conclusion, we feel that the data supports our arguments in References (a) and (b) that the potential for l
excessive additional leakage during the extension period is small.

In response to this request, a listing of all Type B and C LLRTs. which exceeded their.
maximum. allowable leakage rate is attached. The list includes only Unit 2 data, as
-References (a) and. (b) are concerned with Unit 2 only, and covers all Type B and C tests done since 1979. If you have any additional questions or require further clarification regarding our LLRT program, please do not hesitate to contact us.
Very truly yours, n
