NRC Bulletin No. 88-02 Rapidly Propagating Fatigue Cracks in Steam Generator Tubes Catawba Final Responsa
Dear Mr. Ernst:
NRC Bulletin 88-02 reouested that Westinghouse designed nuclear power reactors with steam generators having carbon steel support plates implement actions specified therein to minimize the potential fur a steam generator tube rupture event caused by a rapidly propagating fatigue crack
.such as occurred at North Anna Unit 1 on July 15, 1987.
My letters of March 24 and ' April 25,1988 (as further supplemented by my letter dated June 10,.1988) submitted a response detailing the status of compliance
. with'the bulletin's specified actions for the McGuire and Catawba Nuclear Stations, including a schedule for completion of the appropriate actions identified in the bulletin for McGuire Units 1 and 2 and Catawba Unit 1 (as noted previously the bulletin is for information only witn respect to

Catawba Unit 2).
In accordance with the above referenced. schedule, enclosed is a detailed technical report entitled " Catawba Unit 1 - Evaluation for Tube Vibration Induced Fatigue",
dated February 1989.
This report documents the evaluation of steam generator tubing at Catawba Unit i for susceptibility to fatigue-induced' cracking of the type experienced at North Anna Unit 1.
The evaluation utilizes operating conditions specific to Catawba Unit 1 to account for the plant specific nature of the tube loading and response.
The evaluation also includes reviews of eddy current data for Catawba Unit l
1 to-establish Anti-Vibration Bar (AVB) locations.
This repert provides L D' m background of the event which occurred at North Anna, a criteria for i
g$k fatigue assessment, a summary of test data which support the analytical h18a.
- approach, field measurement results showing AVB positions, thermal hydraulic analysis results, and calculations to determine tube mean (D o stress, stability ratio, tube stress ratio, and accumulated fatigue usage.
gg This evaluation concludes that one of the tubes is potentially susceptible

_bg to fatigue and required corrective action.
Two other tubes were close to the evaluation criteria so we chose to take corrective action on them too.

tubes.
These. tubes were also removed from service with ribbed mechanical plugs.
As agreed to in a May 25, 1988 teleconference, the results and actions taken were reported to the NRC resident inspector prior to startup from the unit's refueling outage.
This matter was also discucsed. with regard to the recent Catawba Unit 1 and McGuire Unit 1. refueling outages in a telecon between Mr. P,B. Nardoci et.al. (OPC) and Mr. K.N ' Jabbour et.al. of your staff on January 18, 1989.
In. addition, as previously noted/ described in my August 15 and October 6. 1988 letters, an enhanced leakage monitoring program was implemented on Catawba.
The enclosed report contains information which is proprietary to Westinghouse Electric Corporation.
Consequently, it is requested that this information be withheld from public disclosure.
Therefore, please
' find enclosed the proprietary (WCAp-12125) and non-proprietary (WCAP-12126)- vercions, of the above mentioned report.
A Westinghouse authorization-letter (CAW-89-026, proprietary information notice), with accompanying affidavit (CAW-88-124), is also attached.
As WCAP-12125 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information.
The affidavit sets forth the basis on which.the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
It is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations.

Bulletin for the Catawba Nuclear Station, since as discussed above the Bulletin is for information only with respect to Catawba Unit 2.
Duke's response for McGuire Nuclear Station has previously been completed (pending NRC acceptance) as documented in my January 16, 1989 submittal.
