Enclosura 1 SQN Drawing Program In response to NRC's request, this enclosure will (1) provide the status of the SQH drawing program, (2) clarify the scope of the drawing program, and (3) clarify the schedule for the drawing program. The SQN drawing program has been previously described to NRC in various submittals and meetings and was addressed by URC in NUREC-1232.

Specific questions requiring clarifications were raised by URC in a meeting between TVA and NRC on October 24, 1988. This i

information and clarification are provided as follows.

l TVA has improved its drawing control by placing the responsibility for the drawing program with a single organization, TVA's Nuclear Engineering organization. This responsibility includes engineering and design, issuance of modification packages, resolution of drawing discrepancies affecting plant configuration, and incorporation of as-installed modifications on the configuration control drawings (CCDs). process began the conversion from the two-drawing system to a single-drawing

system--CCDs. The single-drawing system utilizes a single set of configuration drawings, which function as both as-configured and as-designed basis of the plant. The conversion to CCDs is ongoing.

Control room primary drawings consist of 886 drawings.

Primary drawings are drawings that are necessary to start up, operate, and shut down the plant.

These drawings are maintained to reflect the as-constructed condition of the plant and are updated upon receipt of the completed workplans in accordanco with plant procedures. Primary drawings include both emergency and normal operational-type drawings. The primary drawings are used by the plant to j

determine system operation and function.

These drawinbs are also used in a radiological emergency to analyze problems and make recommendations for the mitigation of the consequences of an accident. The following types of drawings are included in the primary drawings:

schematics, electrical singlo lines, control and logic, flow diagrams, and structural and equipment arrangement drawings. The control room primary drawings are listed in Administrative Instruction 25, Part I, " Drawing Control After Unit Licensing." The primary control room drawings are maintained and reflect the as-constructed condition of the plant. Of the 886 control room primary drawings, 291 have been converted to CCDs to date.

TVA previously committed to convert the Design Baseline and Verification Program (DUVP), phases I and II primary drawings to CCDs. TVA subsequently recognized that completion of only the DBVP primary drawings would not be sufficient to fully meet operational needs.

Accordingly, the SQN drawing program was expanded to ensure operational needs are met by requiring that all control room primary drawings be converted to CCDs.

Thereforo, to clarify, all control room primary drawings will be converted to CCDs by the end of the unit 2 cycle 4 refueling outage.

TVA is currently reviewing the SQN secondary drawings to determino the priority and methodology for conversion of certain secondary drawings to CCDs. This dr. termination will be based upon such factors as maintenance, configuration control, and design control requirements, and review of drawing status. The results of this review will be provided to NRC upon completion.
