REGULATORY EFFECTIVENESS REVIEW FINAL RESPONSE The Nuclear Regulatory Commission conducted a Regulatory Effectiveness Review during October 6 to 10, 1986 at Big Rock Point. The review findings were transmitted to Consumers Power Company by NRC letter dated July 7, 1987 and l requested a 45-day response. A response to 11 of the 19 findings was provided by our letter dated August 31, 1987 and we committed to provide a response to the remaining eight items within 30 days. The attachment to this submittal provides our response to the remaining eight items.

Consumers Power Company requests the attachment to this letter be withheld from disclosure because it contains subject matter which is exempt from disclosure in accordance with 10CFR73.21(c).
