Enclosed is an application from Washington Public Power Supply System (WPPSS) for a license to export the initial core loading of the Qinshan 2 nuclear power plant in the People's Republic of China. Application XR151 for the export of the nuclear power plant was forwarded to you on January 27, 1989.
Before taking action on this application, we would appreciate your. views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-Proliferation Act of 1978.
