I NRC-04-85-124 Modification No. 4 Page 2 of 4 j Task 1: Software Quality Assurance (SQA) ,U Recognizing that computer code software developed for the NRC by the N-9 Division at LANL has not in the past been required to ccmply with rigorous, agency approved, quality assurance standards, the need for such software assurance is now needed for consistency of code applications with the quality assured plant models to be furnished by the NPDB system. The standards used by N-9 will be reviewed relative to a published software standard, e.g. ,
ANS/IEEE-730, and recommendations for a standard to be adopted by the NRC for NPDB codes will be made. From this review, and based on the standards adopted by the NRC, a comprehensive strategy for implementation of the standards at LANL will be prepared by Scientech. This strategy will also include functional requirements. for a formal SQA organization and for procedures required to provide the needed code software QA.
Task 2: Plant Data Management System (PDMS)
Task 3 of the current Phase II work in progress at Scientech will provide l I
a plant data manual, and software for entry of qualified data for the Nuclear Steam Supply (NSS) portion of a 4-Loop Westinghouse type plant. This revised !
task will complete the PDMS for the 4-Loop plant by developing a Minimum Data . /

Set (MDS) for the Balance-of-Plant (BOP) and the Plant Safety and Controls i Systems (PSCS) of the 4-Loop plant as was done for the NSS. Additions to the existing plant data manual and the data entry software will be made to accom- l I
modate the B0P and PSCS.
a The combined PDMS developed by this task for the 4-Loop plant will then ,
be modified as needed to produce a 3-Loop PDMS and a 2-Loop PDMS for the 1 Westinghouse plant series.
Task 4: Plant Qualified Data Entry This task replaces task 4 of the original Scientech proposal which was deleted in 1985 due to inadequate budget resources. Application of the Westinghouse 4-Loop plant NPDB will require a complete set of quality assured data for a given plant design. Currently, the most complete set of plant data available having some degree of quality' assurance is on the Zion plant. The process developed by Scientech for theMcquisition, documentation, assurance, and data preparation provided by the 4-Loop PDMS will be used to prepare an NPDB repository file from available Zion plant documentation, drawings, r specifications, and operating procedures.

- 2. There shall be no adjustment in the amount of the Contractor's fixed fee by reason of differences between any estimate of cost for performance of the work under this contract and the actual cost pe+formance of that work.
