SUBJECT:

TRIP REPORT ON MEETING AT INPO ON FEBRUARY 2, 1989 i An. informal coordination meeting was held between members of the Events .I Assessment Branch and INPO at their Atlanta offices on February 2, 1989. This meeting was held in accordance with the " Revised Memorandum of Agreement with INP0" dated October 20, 1988. The purpose of the meeting was to establish better communications, to improve informal exchanges of information, and to limit, . consistent with' statutory requirements, certain duplications in the area of generic-communications related to reactor operating events. The attendees were the following: Jim Forsythe, Adam Geasy, and Paul Dietz of INP0; Rich Lobel and Pat Baranowsky of the NRC. Highlights of the meeting are pro-vided below:

  • It was determined that one contributor to duplication of effort with regard to generic communications was the untimely notification of intent by each organization to proceed with a generic communication (SER, IN). It was agreed that coordination could be improved by making early informal iden-tification of the intent to proceed with a generic communication during routine telephone conference calls and followed by timely updating of generic com-munications in progress lists which are routinely exchanged. .NRC will continue to send to INP0 the NRC list prepared by the Generic Communications Branch every two weeks. INP0 will fax a list of SER's in progress every week.
  • INP0's SEE-IN program was described including the intent and context of the various " reports" within that program. 'NRC currently receives SERs, SOERs, and, O&MRs. In order to help limit unnecessary duplication of effort on event notification followup work at an early stage, INP0 will take steps to see that the NRC receives significant event notifications (SENs) soon after they)are prepared. Also, INPO will make available the 50 (significant by others list on a bimonthly basis. Another potentially useful document prepared by INPO was a listing of NRC, INPO, and industry generic communications cross referenced by topic and key words. The Generic Communications Branch, NRC should make arrangements to obtain this information.
  • INP0 has had trouble retrieving the Morning Report from the NIH computer.

It was determined that the problem had to do with getting proper file access instructions. The NRC (OEAB) will work directly with INP0 to clear up this problem.
