February 8, 1989 OFFICE OF THE SECRETARY MEMORANDUM FOR THE RECORD FROM:

SUBJECT:

STAFF REQUIREMENTS - BRI NG ON ACCIDENT MANAGEMENT PROGRAM, 2:00 M.,

MONDAY, JANUARY 23, 1989, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the staff on recommended research programs for FY 89 and FY 90 (described in SECY-89-012 and released at time of briefing), to develop guidance for plant operating staff in the unlikely event that actions are required to respond to accidents beyond the design basis of the plant.

These programs are subsets of the integration plan for closure of severe accident issues described in SECY-88-147.

The Commission discussed several important issues described in the staff's proposed plan and indicated that it will provide specific comments in its formal response to SECY-89-012.
