Washington, D. C. 20555 TRANSMITTAL OF TER DOCUMENTING EG&G IDAH0'S REVIEW OF RETS-RELATED REPORTS FOR THE HATCH NUCLEAR PLANT, UNITS 1 AND 2 - SIM-59-87

Dear Mr. Meinke:

Seven copies of the subject Technical Evaluation Report (TER) are transmitted herewith under the provisions of Task 3 of FIN A6808,

" Selected Operating Reactors Issues Program III." Also enclosed is a set of photo prints (PMT's) of all the figures.

The enclosed TER documents EG&G Idaho's review of Radiological Effluent Technical Specifications (RETS)-related reports for the Hatch Nuclear Plant, Units 1 and 2.

A draft TER was provided earlier for your review and comment and was found to be acceptable.

In preparing this TER we evaluated the 1985 reports against the requirements of the Hatch Nuclear Plant, Unit 1 and 2 RETS as amended through Amendment Nos. 123 and 110 respectively.

The following items discuss some observations made during review of the Licensee's 1985 reports concerning subjects that may deserve special notice or were not within the scope of the review:

1.

Releases of fission and activation products (noble gases) in gaseous effluents during 1985 were concentrated in the fourth quarter and consisted mainly of ground level releases.

2.

Iodine releases in gaseous effluents were much lower during 1985 and 1986 than in the previous five years, i

3.

A very large release of tritium in gaseous effluents (40,100C1) was reported for the first quarter 1985; possibly due to an erroneous numerical entry in the calculation.

The Licensee's estimated total errors for gaseous effluents were obtained by performing a linear summation of the percent errors q

assigned to all components in the calculation (e.g., statistical i

error, vent flow rates, etc.) The method used to determine estimated total errors for liquid effluents was not described.

In the effluent release report for the second six months of 1986, the Licensee reported the unavailability of milk samples from two

)

monitoring locations (Johnson Brother's Dairy and Williamson's I

Farm), delation of these locations from the program, and' addition of I

a new lo.ation (Thompson's Dairy, 13.2 miles NNE of the plant) to l

the program.

1 The report did not include replacement ODCM pages and accompanying l

documentation that the Licensee's Technical Specification 6.17.1 requires to be submitted when licensee initiated changes to the ODCM are made.
