ATTN: Mr. Donald Nolan One North Broadway White Plains, NY 10601 As requested by Transnuclear, Inc. application dated September 23, 1987 and pursuant to 10 CFR Part 71, certificate of Compliance No. 9015 for the Model Nos. TN-8 and TN-8L package is amended to authorize contents as follows:
i One compartment to contain one (1). reconstituted PWR assembly composed of stainless steel clad rods' constrained by a basket or grid structure; ]
initial U-235 content shall be less than 16.1 kg per rod assembly. bundle, but otherwise satisfying all other conditions of 5(b)(1)(iii). The other two compartments in the TN-8 will contain a Zircalloy clad assembly and a number of fuel rods in a rid structure which meets requirements of section 5(b)(1)(1) and 5( )(1)(fii) respectively.
All other conditions of Certificate of Compliance No. 9015 shall . remain the same. 1 This authorization shall expire March 31, 1988.

By application dated September 23, 1987 Transnuclear, Inc. requested a letter amendment to Certificate of Compliance No. 9015 to authorized as contents in the TN-8L package one (1) reconstituted PWR fuel assembly consisting of stainlest steel clad rods, the whole fuel bundle containing an initial U-235 content of not more than 16.1 kg. This reconstituted assembly meets all conditions of 5(b)(1)(iii) with the exception that this section limits the initial U-235 mass to 15.0 kg.
The 7.3 percent increase in fissionable mass is expected to increase keff by i 2.5 percent if all three compartments contained the new assembly. Since only one (1) new assembly is to be shipped, the keff is expected to rise by at most only 1.0 percent, increasing keff from a maximum of 0.93 to 0.94. This is a conservative estimate since 0.93 is based on Zirc cladding versus SS cladding-of the revised contents. This increase poses no criticality hazard for the TN-8L with the new contents.
The packdge meets the requirements of 10 CFR 71 with the revised contents.
