Dear Chairman Zech:

Thank you for the opportunity to comment of the NRC's proposed rule change regarding nuclear power plant licensing.

I have been very concerned at the ability of the Governor of Massachusetts to unilaterally prevent the licensing of the Seabrook generating facility.

Therefore, I strongly support the NRC's proposed rule change to allow the licensing of a nuclear facility to progress etren though a state, or its Governor, may refuse to participate in the emergency planning process.
