July 9,1987 Docket No. 50-271 NOTE TC: Jared Wermiel, Section Leader Plant Systems Branch Division of Engineering and System Technology FROM: John N. Ridgely, Mechanical Engineer Plant Systems Branch Division of Engineering and Systems Technology

SUBJECT:

TELECON (JUNE 12,1987) WITH VERMONT YANKEE RELATING TO THE PROPOSED SPENT FUEL P0OL EXPANSION AND THE BUNDLE PEAKING FACTOR - TAC NUMBER 61351 A conference call was held with the Vermont Yankee licensee (Paul Bergeron and Mike Marion) and the staff (John Ridgely) at 2:08 p.m. Eastern Daylight Time.

The licensee confirmed that the bundle peaking factor was 1.45. .However, this bundle peaking factor was with respect to the core bundle average power and not the pool average power. The licensee only used this bundle peaking factor for the individual assembly calculations and then only for the case of the full core off-load and where the fuel was placed into a single region. It was noted that while the contractor is using a bundle peaking factor of 1.45, the contractor's definition of this value is different. Calculating the bundle peaking factor as per the contractor's definition (see my note to you concerning the telecon on June 9,1987) would result in a factor of approximately 13.9.
