SUBJECT:
ABNORMAL OCCURRENCE REPORT TO CONGRESS FOR FOURTH QUARTER CY 1986 Your memorandum of January 30, 1987, provided a listing of events proposed for the subject report.
Region Y was requested to provide a write-up regarding the potential hand exposure of an individual at San Onofre Unit 3, if the exposure is verified to exceed the A0 threshold of 375 rems.
The licensee's investigation into this event has, to date, raised uncertainty regarding the circumstances and extent of actual exposure to the individual.
We anticipate that the licensee's investigation and Region V's follow-up-inspection activities regarding this event will extend be reporting (should the A0 exposure threshold be verified) yond the tin:e for in the Fourth Quarter A0 report to Congress. We, therefore, propose deleting this event from the Fourth Quarter 1986 A0 report.
Should the actual exposure be verified to exceed the A0 threshold, Region V will provide an appropriate writeup for reporting at that time.

With the deletion discussed above, we con the proposed content of the subject report.
