ENCLOSURE 1 NOTICE OF VIOLATION l

Georgia Power Company Docket No. 50-424

.Vogtle Electric Generating. Plant License No. NPF l During the Nuclear Regulatory Commission -(NRC) inspection ' conducted on August 31L - Septenter 4,1987, a violation of NRC requirements was identified.

l The. violation involved failure to meet Technical Specification requirements for q

locking high radiation areas.

In accordance with the. " Gene ai St;tJent of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification (TS) 6.11.2 requires that areas accessible to i

personnel with radiation levels greater than 1,000 millirem / hour at 45 cm.

(18 in.) from the radiation source or from any surface which the radiat_1on penetrates shall be provided with locked doors to prevent _ unauthorized.

I entry, and the keys shall be maintained under the administrative control J

of the shift foremen on duty and/or health physics supervision.

This TS also requires dcors to remain locked except.during periods of access by_

personnel under an approved radiation work permit.

Contrary to the above, the licensee failed to provide locked doors of the j

type required to prevent unauthorized entry into a high radiation area in.

q that on August 3,1987, and prior to this date a lock and access controls i

of the type required was not provided on the personnel access door to Unit No. 1 containment.

y This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office'within 30 days of the date of the letter:

transmitting this Notice a written statement or explanation in. reply including:

(1) admission er denial of the violation, (2) the reason for the violation if i

admitted, (3) the corrective steps which have been taken and.the ~ results I

achieved, (4) the corrective steps which will be taken to avoid further l

violations, and (5) the cate when full compliance.will be achieved. Where good-l cause is shown, consideration will be given to extending the response tire.
