License Amendment Request Dated August 14, 1987 i
Plant Organization Changes and Requirements I
for Plant Management and Support Staff Senior Licenses Attached is a request for change in the Technical Specifications, Appendix A of the Operating License, for the Prairie Island Nuclear Generating Plant.
This request is submitted in accor-dance with the provisions of 10 CFR Part 50, Section 50.90.
A check is attached in the amount of $150.00 in accordance with the requirements of 10 CFR Part 170 for the amendment application fee.
This License Amendment Request proposes Technical Specification-C Changes to reflect minor changes in the plant organization and to eliminate certain requirements for plant management and support staff to hold current NRC Senior Reactor Operator (SRO) licenses.
In the past, NSP has maintained a large number of active SRO licenses among site management and technical support personnel.
Recent changes to 10 CFR Part 55 and NRC Staff policies and pro-l.
cedures, however, have greatly increased the amount of time re-i quired in requalification training to maintain an active license.
For many management and support personnel, it is no longer possible to fully participate in SRO recualification training and at the same time carry out essentici duties and responsibilities.
We propose to change the Technical Specifications to eliminate all unnecessary SRO license requirements consistent with current NRC guidance.in the Standard Technical Specifications.
Exhibit A contains a description of the proposed changes, an explanation of the reason for the changes, and a Safety and Sig-nificant Hazards Evaluation for the changes.
