Dear Mr. Ernst:

This Special Report is being submitted pursuant to the requirements of Technical Specification 3.3.3.4, " Meteorological Instrumentation." i During routine meteorological data review on February 2, 1989 (1230 hours0.0142 days <br />0.342 hours <br />0.00203 weeks <br />4.68015e-4 months <br />)',

it was observed that the Delta T 10-40 meter indications were not consistent with actual environmental conditions.

Investigation identified that the 10 meter aspirator mater had failed. A replacement was withdrawn from on-site spares, installed, and the unit returned to operable status February 3, 1989.

On February 6, 1989, the validity of the recorded data was questioned. On February 7, the 10-40 meter instrumentation was inspected and it was identified that the aspirator motor installed on February 3 was running opposite the desired direction (the unit is installed to establish air flow across the element to the motor eliminating the heat generated by the running motor). An investigation was initiated and it was found that the onsite spares show, by arrows, rotation opposite the desired direction.

Corrections were made to establish rotation such that air flow is across the '

element to the aspirator motor and the unit declared operable February 9, 1989 (1710 hours0.0198 days <br />0.475 hours <br />0.00283 weeks <br />6.50655e-4 months <br />).

The consequences of this event were minimal in that the Delta T 10-40 meter is used as a backup to the Delta T 10-61 meter which remained operable.

The remaining on-site spares have been tagged identifying the connection required for correct rotation.
