Dear Mr. Chairman:

I am advised that in connection with the licensing of the South Texas Nuclear Project, a motion to reopen the record has been filed by Citizens Concerned About Nuclear Power.

I also understand that Government Accountability Project has filed a petition asking the Commission to investigate numerous allegations concerning the safety of this project.

Both groups are seeking a delay of. start-up opera-tions at this project.

The Commission is well aware of numerous problems with quality control and assurance at the South Texas Project.

Your records will reflect that inspectors were harassed, abused and intimidated, to the extent that heavy fines were levied against the plant's managing partner for failure to exercise a reasonable standard of oversight.

The problems led to immense cost overruns, delays, and a change in plant builders.

Similar problems abound at Comanche Peak, another long-delayed, over-budget project in Texas whose builder was the original South Texas Project constructor.

Given the history of the South Texas Project, and the current problems at Comanche Peak, I cannot help but wonder if the Commission has taken all necessary steps to guarantee the safety of the South Texas Project.

The petitions referenced above, reflect serious concerns.

I feel the Commission, knowing what it does about this project in particular, should give careful attention to these petitions prior to permitting start-up operations at the South Texas Project.
