Dear Chairman Zech:
I write concerning the issue of off-site emergency planning for the Seabrook Station, particularly as it relates to the six (6)
Massachusetts communities within the Emergency Planning Zone.
In particular, I am concerned with the relation of the said plans to the proposed N.R.C. rule change that would permit the Commission to issue full-power operating licenses without any state or local emergency plans having been proposed or submitted.
It is my understanding that the Public Service Company of New Hampshire will be re-submitting " perfected" emergency plans as requested by the N.R.C.
prior to the Commission's final determination on the above mentioned rule change.
The plans are being requested of the utility because Massachusetts Governor Michael S. Dukakis, after due deliberation, came to the conclusion that he could not in good conscience submit such a plan for the Massachusetts communities within the ten mile E.P.Z.
that would guarantee the health and safety of their populations in the event of a radiological emergency.
Concerning the prospective P.S.N.H. evacuation plan, I hereby call upon the N.R.C. to engage the good offices and expertise of the Federal Emergency Management Agency in reviewing the said plan before the N.R.C. makes a final determination on the rule change in question.
I believe such a step is essential for a number of compelling reasons, the foremost being:
- such action would be based on past precedence, i.e.,
the N.R.C. called upon F.E.M.A.
for a review of the off-site emergency plans during the Shoreham controversy;
- such action would be in the furtherance of N.R.C. policy which holds that the civilian uses of nuclear materials and facilities must be conducted in a manner consistent with the public health and safety; and such action would assure a nervous and skeptical populace that everything that can be done is being done to make certain that these unique and complex plans can be A/
presumed adequate.

is truly concerned with protecting the public health and safety, but it would also serve as a true test of the adequacy of the P.S.N.H. evacuation plans.
