Letter and attachment from Robert M. Bernero to C.W. Malody dated August 19, 1987.

In the above reference, we received an Order modifying our license so as to

1) prohibit the use of Superior Valve Company 1-inch UF6 cylinder valves from l

lots numbered 16-22, and 2) to require that all 1-inch valves in our warehouse stock from that supplier be inspected.

Those valves are also to be rein-spected before fitting into cylinders. All defects are to be reported to the administrator of the appropriate NRC office.

We are currently complying with the various aspects of your Order.

This includes visual examination of our warehouse stock, removal from the heatina cycle of a full cylinder with a valve from lot number 16, and replacing existing cylinder valves from lots 16-22 with carefully inspected valves from acceptable lots as required to maintain production and shipping schedules.

While we have thus far been able to comply with your Order without a serious i

loss of production, we are concerned about the long-term impact of the prohibition on the use of valves from lots number 16-22.

A number of our existing cylinders are fitted with valves from lot number 16 while all but three of' our new valves are from lots numbered 19 snd 20.

We believe that there is one action which your office could take which would i

reduce the negative impact of the Order on the industry without compromising l

health and safety.

We believe that the licensees should have the option of using valves from lots nturber 16-22 provided each valve be decertified before use by a technically acceptable method.

In our minds, the pressure test at 400 pai as per ANSI Standard 14.1 (1982) paragraph 6.14.8 provides a rigorous and acceptable decertification procedure.

Af ter decertification by this procedure, a

special number and ANF (as7recertifier) could be stamped on the valve to note that the valve had been " proof tested" for safe use.

A traceable record would be maintained.
