Nuclear Regulatory Commission Attn: Document Control Desk Hashington, DC 20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 EXEMPTION TO 10 CFR 50, APPENDIX J Attention: George Knighton In accordance with 10 CFR 50.12, the Sacramento Municipal Utility District hereby requests a temporary exemption to the two year testing requirements of 10 CFR 50, Appendix J, Section III.D.3 for certain' Raricho Seco Reactor Building penetrations. The specific equipment affected and the technical justification per 10 CFh 50.12, as well as a Safety Analysis and No Significant Hazards Consideration, was submitted as part of Proposed Amendment No. 175 (letter AGM/NPP 88-674 from D. Keuter, SMUD, to G. Knighton, NRC, dated December 30,_1988).

Rancho.Seco is currently in cold shutdown and we are making a good faith effort to complete as many of the surveillance as possible. If we cannot complete all the surveillance during this current outage,'this exemption would allow operation until the next refueling outage.

The exemption is limited to a select number of penetrations as detailed by the Proposed Amendment. The equipment is safety-related and highly reliable. The i requested short duration exemptions would not have a significant-impact on I safe operation of the plant. i l

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the I California State Department of Health Services has been informed of Proposed Amendment No. 175 by mailed copy of this submittal.
