I am writing to clarify my intentions r eg a rd ing participation in the off-site emergency planning proceedings for the Seabrook nuclear power plant.
During the course of the hearings, I intend to make a limited appearance in writing as authorized under 10 CFR Section 2.715(a) of the rules of the Commission.
I uculd Ifke te r eserve ty ribht, as granted under ALAB-862, to p a r t i c i p a t e a r i c u s. p_ttr.i g.e in the proceedings and to submit my views, " orally or in writing as appropriate, on any legal or factual issue presented by the pleadings of the parties or the evidentiary record."
Please find a copy of the !!a rc h 30, 1967 decision of the Atomic Safety and Licensing Appeal Board granting my amicus curiae participation enclosed.
Under the terms of ALAB-862, I expect that I would be afforded the opportunity to file proposed findings of fact and conclusions of law regarding the ecntentions under litigation at the upcoming hearings on the Eew Hacpshire radiological etercency response plans hithin the tice provided under 10 CFR 2.754(a) of the Cotuission's rules.
As a representative of flew Ecup shire, decisions i
affteting the Seabrook nuclear power plant are of great interest to me.
