This refers to the special safety inspection conducted by Mr.' D. R. Gibbons of this office on September 10-14, 1987, of activities at Paul's Inc.,. Highway 62 East, Sikeston,. Missouri, and to the discussion of our findings with

Messrs. R. Eakins, J. Burress, C. Nygren, and E. Port at the conclusion of the inspection.

The enclosed copy of our inspection' report identifies the areas examined during our. inspection. Within these areas, the inspection consisted of a selective examination of shipping procedures and shipping records, observations, and interviews with personnel.

In' addition, while our inspector was at the site in Sikeston, Missouri, he took independent radiation measurements, contamination-

smears, dross samples, and environmental-samples'which were analyzed in the Region III Laboratory.

No violations of NRC requirements were identified during the course of this special. inspection. The radioactive material involved in this incident was determined to be radium-226. The Atomic Energy Act of 1954 exempted this radionuclides from its regulations in 10 CFR; therefore, the States of Missouri and Indiana have been advised that they are the agencies having~ regulatory authority. A copy of the attached report was sent to both State Agencies ~and they were made cognizant of this event.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed special inspection report will be placed in the NRC Public Document Room.
