1. Summary During Engineering Review for cable acceptability for installation at BVPS-2 a deviation from field installation specification was discovered concerning Bisco LOCA Seal (conduit sealant). This devi- l ation involved Rockbestos High Temperature Cable and improper removal of cable jacket material prior to Bisco LOCA Seal installation. .

2. Immediate Action Taken 1

A Nonconformance and Disposition Report was written and an investiga- l tion was initiated in order to establish the number and condition of previously installed Bisco LOCA Seal conduit seal s associated with Rockbestos High Temperature Cable.

Mr. L. M. Rabenau, Lead Compliance Engineer, Beaver Valley Power Station Unit No. 2 notified Mr. D. Limroth, NRC Region I, of this concern on May 18, 1987. Additionally, this item was described in a DLC to NRC letter (2NRC-7-132 dated May 18,1987).

3. Description of Deficiency 1

The initial investigation of the use of Bisco LOCA Seal identified 19 1 resistance temperature detectors (RTDs) inside containment and 27 Target Rock Solenoid Operated Valves (SOVs) (10 inside,17 outside l containment). The specific concern involves the non-remov al of a j braiding on each conductor in addition to the overall cable jacket as i a non-conformance to Field Installation Specification 931. Further  !

investigation revealed that the method of conduit sealing of the 19 RTDs did involve pouring of Bisco LOCA Seal over inline butt splices covered with Raychem sleeves, not continuous braided wire. This seal-ing method is known as the TE method and is acceptable in accordance with Field Installation Specification 931. The braiding issue was therefore applicable only to conduit seals on the Target Rock S0Vs which were terminated with Rockbestos High Temperature Cable.

4. Analysis of Safety Implication Improper installation of the conduit seals could cause malfunction of safety related SOVs during accident conditions. At BVPS-2, this is an unacceptable condition since, in accordance with 10CFR50.49, safety-related Class 1E equipment must be installed as qualified for all anticipated conditions under which they must operate and will. not fail in such a manner as to affect plant safety or mislead the operator. l l

5. Corrective Action to Resolve the Deficiency The seals for the 27 Target Rock SOVs were reworked as necessary under N&D 39348C and 39351A. All rework has been completed as indicated in DLC letter 2NRC-7-142 dated May 25, 1987. The conduit seals for these 27 Target Rock SOVs are now installed in strict accordance with Field Installation Specification 931.
6. Additional Repor_t No additional reports are expected.
