NUCLEAR S E R VIC E S Docket Hos. 50-277 50-278 February 16, 1989 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555
SUBJECT:
Changes to Peach Bottom Atomic Power Station Emergency Plan Gentlemen:
Philadelphia Electric Company (PECo) has recently made the following changes to the Peach Bottom Atomic Power Station Emergency Plan:
1.
Effective January 1, 1989, PECo contracted a new vendor, Porter Consultants, Inc., (PCI) to provide Emergency Medical Assistance Program (EMAP) services. The Emergency Plan specifically references the previous vendor, Radiation Management Consultants (RMC). The Plan is currently being revised to reference EMAP, rather than a specific vendor. The services offered by PCI are comparable to those provided by RMC, therefore, this change does not decrease the effectiveness of the Emergency Plan.
2.
Dr. Dudley Phillips has terminated his agreement with the Philadelphia Electric Company to provide medical support in the event of an emergency at Peach Bottom. Because of existing agreements for ambulance and hospital support and the services provided for by the EMAP, the termination of Dr. Phillips' agreement does not decrease the effectiveness of the Emergency Plan. The Plan is currently being revised to delete Dr. Phillips' Letter of Agreement.
3.
The position of Procedure Support Coordinator has been deleted from the Emergency Response Organization. Procedures which would be written during an emergency are prepared by the Technical Support Group, making the Procedure Support Coordinator position unnecessary. The change, therefore, does not decrease the effectiveness of the Emergency Plan.
This change will be incorporated in a future revision of the Emergency Plan, expected later this year.
