Dear Mr. Chappell:

During our last meeting with your staff on November 15, 1988, a concern was expressed that because Grade 9 titanium has a modulus of elasticity and ductility roughly equal to only one-half of that of stainless steel, there may be an erosion of safety margins if the same design stress criteria of stainless steel are used for the alloy.

Since that meeting, we have put in place a materials testing program intended to provide those physical and mechanical property data not currently available for the alloy. And we have made a formal request to the ASME Boiler and Pressure Vessel Code committee for approval of Grade 9 Titanium for use under the rules of Section III, Division 1. Classes 1, 2, and 3 construction. A proposed Code Case along with backup material was provided with that request.

In addition to these actions, Westinghouse is cons!dering having an independent committee of materials and ASME Code experts (such as Donald Landers, William Cooper, Terry Webster Floyd Moschini and perhaps a representative from one of the national laboratories) review the current data on the material and address the question: Are the current ASME Section III rules for determining allowable 3

stresses valid for Grade 9 titanium? The reason for this letter is to obtain your opinion as to whether the work of such a committee and a report documenting their review and findings would serve any useful purpose from the NRC's point of view.
