LICENSED OPERATOR PASS / FAIL RATIOS IN THOSE PLANTS f
IN PD III-3' I hereby request that you. conduct a survey of the present status of the pass / fail ratio of the licensed operators on their requalification tests for the six plants in PD III-3, as a continuation of your work on Performance Indicators.
In determining the present status, compare the data for CY 1984, CY 1985 and CY 1986 with the pass / fail ratio for the first two quarters of 1987. Specifically, determine to the maximum extent practical, whether the licensed operator passing rate has deteriorated in the last few years if this can be established with due regard for the statistical validity of the data.
(Any less than seven operators at a plant, either R0's or SR0's, taking a test within a one year time period should not be considered statistically significant.)
If this task produces any meaningful conclusions, provide a recommenda-tion as to whether you should expand your effort to include all branches within Region III.
Based on this latter evaluation, determine whether you should do a similar review for those plants in Region IV and Region V.
The purpose of this last assignment would be to determine if the
