This letter provides information on new procedures for control of' radioactive material brought to and used on Air Force bases by contractors or other non-Air Force organizations.

This guidance is effective immediately and will remain in effect until superseded by a change to AFR 161-16, Control of Radioactive Material.

2.

Currently, contractors must follow requirements specified in AFR 161-16, paragraph 7.c., and HQ AFOMS/SGPR policy letter, 6 Jan 86.

These requirements are now changed as discussed in paragraph 3.

3.

Contractors holding valid U.S. Nuclear Regulatory Conission or Acreement State licenses will no longer be required to submit the information required by AFR 151-16, paragraph 7.c., to the USAF Radioisotope Committee (RIC).

This information includes:

a.

Evidence of a valid Nuclear Regulatory Commission (NRC) or Agreement State Radioactive Material License.

b.

A copy of an NRC Form 241, or a similar docurent (such as a lecter),

listing the specific licensable items the centractor wishes to use cn the base (in the case of an Agreement State licensee, the original must be fcr, carded by the contractor to the appropriate NRC region).

c.

Proof of a valid Air Force contract.

Instead, this information is to be provided to the base radiation protection of ficer (RPO) for local review and approval of qualified users to work en Air Force installations.

Contractors holding Agreement State licenses, who operate on Air Force bases core than 180 days per year, ~ust obtain an NRC license.

Local procedJres should be established in a base regulati0n outlining internal coordination and approval authority.

4 Base RPGs will continue to be responsible for overseeing ccntractor activities on their installations and will caintain record dccrentation of local approvals for inspection by HQ AFISC/SG't, the NRC, cr the US AF RIC.

Existing USAF Radioactive Material Permits issued to affected contractors soley to authorize their operation on Air Fcrce bases under a valid NRC or state license will be terminated starting i Jan 57.

.a are working with our Army and. !;avy counterparts to obtain revisions of the Federal Acquisition Regulation (FAR) and D0D supplements to require contractors to notify local RPGs whenever they wish to bring radioactive materials onto bases.

Until the FAR has been changed to reflect that requirement, RPGs -should work with local procurement offices to develop procedures to ensure notification requirements are included in local contracts they award / issue.

I Notification of. Incidents evenct All USAF Radioactive Material Permittees

The U.S. Nuclear Regulatory Commission (NRC) mcently became involved in an incident involving radioactive materials (RAM) on an Air Force installation. A primary criticism voiced by NRC repmsentatives was the timeliness of notification to the USAF Radioisotope Committee. To preclude criticism by the NRC and a possible notice of violation against the Air Force attributable to a failure to make a timely notification, you should review notification requirements in:

(a) Title 10, Code of Federal Regulations, Part 20.403 (10 CFR 20.403), entitled " Notification of Incidents" and 10 TR 20.405, entitled " Reports of Overexposure and Excessive Levels and Concentrations"; (b) AFR 161-16, " Control of Radioactive Material", Para 13, entitled " Notification of Incidents and Accidents"; and (c) AFR 127-4 " Investigating and Reporting U.S. Air Force Mishaps", Chap 10, entitled " Nuclear Accident, Incident, and Deficierry

( AID) Reporting".

It is imperative that you contact us ( AUTOVON 24G-3331) immediately in the event a RAM incident occurs.

If there in any doubt about the need to report an incident, contact us to assist you in making a determination.

Never postpone contacting us whenever in doubt about an incident's deportability or the report content. Once notified, we will report to the NRC as appropriate in accordance with 10 CFR 20.403/5. It is also helpful

'if a detailed log of incident events and contacts is kept.

A further " lesson learned" from this incident was that bases should not attenpt to open radioactive waste drums for inspection or repackaging if the contents and their condition are not positively known. Contact the USAF Occupational and Environmental Health Laboratory (CEHL) for guidance and assistance.

10. The authority for this Permit is U.S. Nuclear Regulatory Commission (NRC) BIoad Scope License No. 42-23539-01AF issued to the USAF Radioisotope Committee and AFR 161-16.
11. The peImittee shall conply with the provisions of Title 10, Chapter 1, Code of Federal Regulations, Part 19, " Notices, Instructions and Reports to Workers; Inspections" and Part 20, " Standards for Protection Against Radiation".
12. The permitted material may be used at permittee's facility at Holloman AFB, New Mexico and at tenporary job sites of permittee anywhere in the United States and overseas where the Air Force maintains jurisdiction for regulating the use of the permitted material.
13. The peImittee will notify the installation Radiation PIutection Officers before arrival and work on installations and upon termination of use.
14. The peImitted material shall be used by, or under the supervision of, Karl Soards or individuals who have been trained as specified in application dated 17 Aug 1970 and 22 Jul 1976.

The permittee shall naintain records of individuals designated as users.

15. Lt Hewitt is designated Radiation Protection Officer (RPO).
16. A.

(1) Each sealed source acquired from another person and containing permitted material, other than Hydrogen 3, with a half-life greater than 30 days and in any form other than gas shall be tested for contamination and/or leakage before use. In the absence of a certificate from a transferor indicating that a test has been made within 6 months before the transfer, a sealed souIce received from another person shall not be put into use until tested.

(2) Notwithstanding the periodic leak test required by this condition, any peImitted sealed source is exempt from such leak tests when the souIce contains l

100 microcuries or less of beta and/or gamma emitting material or 10 microcuries or less of alpha emitting material.

999-00017 CONDITIONS 16, continued (3) Except for alpha sources, the periodic leak test required by this condition does not apply to sealed sources that are stored and not being used. The sources excepted from this test shall be tested for leakage prior to any use or transfer to another person unless they have been leak tested within 6 months before the date of use or transfer.

B.

Each sealed source containing peImitted material, other than HydIogen 3, with a half-life greater than 30 days and in any form other than gas shall be tested for leakage and/or contamination at intervals not to exceed 6 months except that each source designed for the purpose of emitting alpha particles shall be tested at intervals not to exceed 3 months.

C.

The test shall be capable of detecting the presence of 0.005 microcurie of radioactive material on the test sanple.

The test sarrple shall be taken from the sealed source or from the surfaces of the device in which the sealed souIre is permanently or semipermanently mounted or stored on which one might expect contamination to acctmulate. Records of leak test results shall be kept in units of micIncuries and maintained for inspection by the NRC, the USAF Radioisotope Committee, or the Medical Directorate of the Air Force Inspection and Safety Center

( AFISC), Norton AFB, California 92409-7001.

Test sample (s) shall be collected by the permittee and forwarded to the Radioanalytical Services Branch of the USAF Occupational and Environmental Health l

Laboratory (USAF0EHL/RZA), Brooks AFB, Texas 78235-5501 for evaluation.

directives. A Ieport shall be filed within 5 days of the test with the USAF Radioisotope Committee (Address: HQ AFOMS/SGFR, Brooks AFB, Texas 78235-5000) describing the equipment involved, the test Iesults, and the corrective action taken.

17. Sealed souIces containing permitted material shall not be opened or removed from portable gauges by the permittee.
18. Maintenance or repair of portable devices involving removal of the sealed sources from the devices or removal or dismantling of shielding may be perf ormed by persons specifically authorized by the NRC, the USAF Radioisotope Committee, or an Agreement State to perform such services.

19. The permittee shall conduct a physical inventory every 6 months to account for all souIres and/ ir devices received and possessed under the permit.
20. The permittee may transport peImitted material in accordance with the provisions of 10 ER 71, "Fackaging of Radioactive Material for Transport" and 49 CFR, " Transportation".

21. Except as specifically provided otherwise by this Permit, the possession and use of radioactive material described in Items 6, 7, and 8 of this Pemit shall be in accordance with statements, representations, and procedures contained in letter dated 16 Oct 1986. The Nuclear Regulatory Commission's mgulations and United States Air Force directives shall govern the oemittee's statements in applications or letters, unless the staterrents are more mstrictive than the mgulations and dimetives.
