Temporary Configuration Report commitments prior to exceeding 35% power.

Gentlemen:

This letter summarizes Public Service Company's (PSC) commitments to support _ continued operation of Fort St. Vrain (FSV), with respect to items discussed at the September 10, 1987 Enforcement Conference. At this conference PSC committed to limit reactor power to 35% pending completion of the following items:

1.

Prepare a Justification for Continued Operation (JCO) for all outstanding Safety Related Temporary Configuration Reports (TCRs) and obtain concurrence of the Senior Resident Inspector.

2.

Provide PSC's classification / evaluation of all non-safety related TCR's to the Senior Resident Inspector for review.

3.

Flag special handling documents (E-1203, PI, IB and IC) in the control room and shift supervisor's office to indicate TCR l

involvement.

Other details. of the TCR program such as the root cause associated with the long term use of TCRs, PSC's schedule 'for closecut of existing TCR's, Quality Assurance involvement in the TCR process and the' interim and long term procedural controls that were discussed at the September 10, 1987 Enforcement Conference will be handled in our-response'to the forthcoming Notice of Violation associated with Inspection Report 87-17.
