01 COMMENTS ON REGIONAL OPTIONS x

We have reviewed the package recently provided us regarding options concerning regional operations, organization, and management.

We have the following general comments:

The Office of Investigations (01) would prefer to keep-its field offices co-located with NRC regimul offices. This would allow the optimum degree of interface between 01 and-Staff at the regional level.

The specific location or number of such regional offices would not significantly affect this inter-face. Similarly, as a centrally-directed, line organization, 01:HQ/01 field office interface is largely unaffected by geographic location.

Thus, purely from an intra-NRC interface perspective, OI has no particular position either

for or against any of the five options.

There are, however, other factors j

that would affect OI operations if certain of the options were implemented.

First, the present geographic locations of 01 field offices are well suited in terms of investigative operations.

Much investigative travel is to locations other than plant sites.

We believe that this will remain so as more OI investigations involve materials licensees or vendors.

We have found the current locations convenient also with regard to interface with other Federal investigative agencies and prosecutors.

Over the past five years, we have i

been able to establish excellent working relationships with our counterparts in the vicinity of the regional offices.

Second, we would be very concerned about any actions that could require the

involuntary transfer of 0! personnel to different locations without a clear and convincing organizational benefit.

A large number of 01 employees were j

attracted to the NRC by the stable transfer policy.

As highly qualified j

investigators, we could expect a significant number of them to readily find other Federal employment.

As we are severely understaffed, 01 could not afford to suffer such a loss.

Given those two factors, 01 strongly supports the continuation of the current five region field structure.

We have no views regarding any realignments of boundaries as 01 operations would be only minimally affected.

If the number of NRC regions is reduced, I would favor keeping an 01 contingent in all the current regional cities for the reasons stated above.

I believe.that this would offer considerable benefit to the NRC without any degradation of the current level of investigative support provided the Staff.

All Employees SUSodCT:

Ct!ANGES IN MANAGEMENT AND ORGANIZATION - REGION IV I am announcing that the Commission is making major managerial and organizational changes at Region IV.

These changes are particularly directed at the Regional Office's responsibilities in nuclear power plant regulatory work and will make Regicn IV's organization similar to the larger NRC regional offices.

The changes include:

Appointment of Jchn Montgomery, currently my Executive Assistant and Lirector of NRC Consolidation, as Deputy Regional Administrator.

- Fr. Montgomery will work directly with Robert Martin, the Regional Administrator.

Two senior reactor safety experts from Headquarters are being reassigned to the Region IV Reactor Projects Divisior).

L. J. Callan, currently with the NRC's Office for Analysis and Evaluation of Operational Data, will be Director of the Reactor Projects Division and A. B. Beach, now with the Office of Nuclear Reactor Regulation, will be Deputy Director.

A new Division cf Reactor Safety is being established in the Region. It will be headed by James Milhoar., who now is Technical Assistant to Commissioner Kenneth Carr.

A new senior position of deputy director of the region's Di'lision of Radiation Safety and Safeguards is being established.

Ramon Hall of the Region IV staff has been appointed to that position.

iRC's Uranium Recovery Field Office, located in Denver, will now report.to the Director of Radiation Safety and Safeguards in Region IV, rather than to,the. Regional Administrator.

The change is being made to provitie the Regional Administrator additional time to concentrate attention on nuclear power plants in the region.

This is one of the most extensive reorganizations of a field effice we have ever made. We are confident that the changes will result in high-caliber performance by this office, which has a very important role in carrying out the NRC's public health and safety responsibilities.
