Braidwood Station Units 1 and 2 Licensed Operator Requalification Program Topical Report NRC Docket No. 50-456 and 457 Reference (a): Commonwealth Edison Topical Report of the Licensed Operators Requalification Program, dated February 19, 1986
Dear Mr. Murley:
Pursuant to 10 CFR 50.54(i), Commonwealth Edison requests a one-time exemption to our Licensed Operator Requalification Program Topical Report (reference (a)). Specifically, the requirement for an annual written exam (contained within the Topical Report) is requested to be waived, on a one time basis only, for those individuals who are participating in the Braidwood Station Unit 2' license exams being conducted by NRC Region III Operator Licensing personnel, in December, 1987.
The Unit 2 license exams consist of a simulator operational exam and a plant walkthrough and oral exam. These are being given to twelve (12) Unit 1 licensed individuals (approximately 20% of the licensed personnel) with the premise that if 80% of the twelve (12) people pass the exams, then all the remaining Unit 1 license holders will automatically receive a Unit 2 license.
The applicable portion of Reference (a) was written based on the previous version (prior to May 26, 1987) of 10 CFR 55, which contained a requirement for an annual written exam, and has not, yet, been revised to reflect the current version of 10 CFR 55, which' requires a biennial written, as well as an annual simulator operational and plant walkthrough/ oral, exam.

Also, since we have one year to comply with the new l
t 10'CFR 55,:we will be giving a written and simulator /walkthrough/ oral exam to all license holders by May 26, 1988, bringing us, by that date, into compliance with the new rule.

Commonwealth Edison' believes that the provisions of the new 10 CFR 55 warrant this one-time exemption from the applicable provisions of reference (a).
This matter was discussed in a teleconference, on September 10, 1987, with members of the NRC staff and general'NRC acceptance was indicated.
