Dear Mr. Thorne:
Enclosed please find a request from Transnuclear, Inc. for the export of 38.095 kilograms 'of high-enriched uranium (93.3%) to The Netherlands for use as fuel in the HFR-Petten Research Reactor.
Before taking action on this request, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-Proliferation Act of 1978.
