Mr. David Wigginton, Acting Director en Project Directorate III-3 W

Nuclear Regulatory Commission Washington, D.C.

20555

Dear Mr. Wigginton:

I want to share my concern and that of many other Minnesota officials relating to the rod consolidation pilot project at the Prairie Island Nuclear plant.

I understand that the local utility (Northern States Power) will probably be given the go-ahead for a self-review of the project and that you have determined that their license allows them to do this project under the 50.59 review process.

I further understand the NRC is the sole agency having jurisdiction over the safety aspects of commercial nuclear power plant facilities.

Because safety is the primary concern with nuclear f acilities, I am asking that you prepare a written statement from your agency stating clearly that you are sanctioning the rod consolidation pilot project at the NSP facility at Prairie Island.

When you prepare this temen-please forward a copy to me.

Sincerely, V

i Paul Anders Ogren, Chair Health & Human Services Committee l
