This refers to the inspection conducted by Mr. James T. Conway of this office on April 6-8, 1987, of your facility at Joplin, Missouri and to the discussions of our findings with Mr. Arnold Davis and you at the conclusion of the inspection.

This inspection was made to conduct a-programmatic evaluation of the implementation of the QA program pertaining to the modifications made by Southwestern Engineering Company (SEC) in 1984 of moisture separate reheater (MSR) internals at Virginia Power Company's North Anna and Surry nuclear facilities. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector. Within the scope of the inspection, it was noted that activities at SEC's Joplin, Missouri facility for the fabrication of nuclear MSR internals were conducted in accordance with the requirements of Section VIII of the ASME Code.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
