Gentlemen:

On March 30 - April 3,1987, Mr. P. J. Prescott and Mr. E. H. Trottier of this office inspected your facility at Grove City, Pennsylvania. At the conclusion of the inspection, the findings were discussed with Mr. W. H. Allen Lambert and members of your staff. This letter delineates NRC actions resulting from that inspection.

The inspection was made as a result of several recent and significant 10 CFR 50.55(e) reports involving Cooper standby diesel generators at nuclear power plants. In addition, this inspection was to verify corrective and preventive measures taken in response to findings of the previous Vendor Inspection Branch inspection (July 28-August 1,1986).

The enclosed inspection report discusses the areas examined during the inspection and our findings. Witnin these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During the inspection the NRC inspector found that the implementation of your program concerning 10 CFR 21 failed to meet certain NRC requirements. Further, they identified weaknesses in the implementation of your quality assurance program in the areas of record retention and equipment calibration and identified items concerning heat treating requirements, audit frequency requirements and procurement procedures the enclosures tc this letter provide the specific findings and references to the pertinent requirements.

The enclosed Notice of Violation is sent to you pursuant to the provisions of Section 206 of the Energy Reorganization Act of 1974. You are required to submit to this office within 30 days from the date of this letter a written statement containing (1) a descri taken to correct these items, (2)ption of steps that a description havethat of steps been or been have will beor will be taken to prevent recurrence, and (3) the dates your corrective actions and preventive measures were or will be completed. Your response time may be extended if you are able to show good cause.

The response requested by this letter is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.

In acccrdance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
