Marvin R. Peterson, Assistant Director for International Security International Programs Office of Governmental and Public Affairs

SUBJECT:

STAFF FINDINGS RELATED TO THE PROPOSED IMPORT OF 500,000 KILOGRAMS URANIUM AS NATURAL UF 00M 6

Edlow International Company submitted an application dated January 14, 1987 for a license authorizing the import of 500,000 kilograms of uranium as natural UF6.

The material will be imported from various countries. The UF6 will be enriched by the U.S. Department of Energy and ultimately used in light water reactors in the United States, the EURATOM community, Japan, Taiwan or South Korea.

Thousands of tons of low-enriched uranium are transported within the U.S.

annually and this practice has been going on for many years without a significant incident. This proposed import represents an extremely small percentage of the total uranium transported each year in the U.S. and would not result in any significant change in the probability of a potential accident involving uranium.

The proposed import conforms with the standard provisions that have governed shipments of nonnal and low-enriched uranium for many years with no significant impact on the environment or the general public. The staff finds this imoorta-tion will not be inimical to the common defense and security or constitute an undue risk to public health, safety, or to the environment.
