The Commission

  • was briefed by the licensee (Philadelphia Electric Company) and the staff on the status of the Peach Bottom Atomic Power Station and the licensee's " Commitment to Excellence Action Plan."

Presentations by the licensee were made by the following representatives

- J.L. Everett Chairman and Chief Executive Officer

- J.H. Austin, Jr.

President and Chief Operating Officer

- J.S. Kemper, Senior Vice President Engineering and Production

- J.S. Gallagher, Vice President Nuclear Operations

- D. Smith, Manager Peach Bottom Atcalc Power Station The Commission requested to meet again with the licensee prior to restart of the Peach Bottom plant.

The Commission requested the staff to carefully review the licensee's " Commitment to Excellence Action Plan" for assurance that mechanisms exist for the licensee's senior managers to monitor changes in plant performance at each of its licensed 8709290182 870923 PDR 10CFR PT9.7 PDR

l facilities. The staff was requested to monitor the results of the licensee's implementation _ program. Some items to be assessed include (but are not limited to): decontamination ~,

excessive overtime, staffing plan, attitude of plant personnel, and licensee's improved performance.

The Commission also supported the EDO's continued effortsito provide means for unannounced access to plant areas by NRC inspectors.

Commissioner Rogers recused himself from any Commission [

decision-making relating to this matter (due to his ' previous j affiliation with Public Service Enterprise Group, a minority 1 owner of the Peach Bottom plant) . I l
